No. Paul describes humanity suppressing truth — then turns in Romans 2 on the religious judge. Everyone needs grace.
Romans 1 is real. People exchange the truth about God and live the fallout.
Romans 2 stops the weaponizing. Romans 3 reaches all under sin.
